Field of activity

The program "Support for local/municipal development in Cameroon" has as objective to strengthen the capacity of municipalities to act in such a way that they can guarantee the provision of basic services to the citizens. It operates in two regions of the ten Regions of Cameroon, namely the Anglophone South-West and the North – as well as at national level. In the center of the program are the so-called Local Development Services (LDS), which are located in the Divisions and whose mission it is to advise and support local authorities in carrying out their duties.

The project will work closely with a project that supports rural development, and a project that works on forest and resource conservation. In this respect the development workers will play a central role : they work directly in the Local Development Service and advise these in discharge of their responsibilities and contribute to the networking with other projects as well as with colleagues from other locations.

Your tasks

  • Advising the staff of the Local Development Service in the exercise of its advisory role vis-à-vis the municipalities ;
  • Contribution to the analysis of the capacity and training needs to develop together with your partners a strategy to improve the cooperation between the municipalities, divisions and deconcentrated services of selected ministries ;
  • Supporting, together with development workers from other regions, a national network of Local Development Services ;
  • In close cooperation with the overall team of the project, you also advise your partner structure in the following aspects of their work :
  • Communication strategy to improve the cooperation with the municipalities
  • Creation of a data base with regard to local finances
  • Monitoring of activities, processes, results and impacts related to municipal development

Your profile

  • University degree in social, political, economic sciences, developmental studies or a degree in a comparable field ;
  • Experience in working with public administrations and / or experiences in the context of development ;
  • You have knowledge of at least one of these areas :
  • Local administrative processes
  • Public Finances (local level)
  • Gender
  • Monitoring of activities, processes, results and impacts
  • Organizational Consulting
  • English fluently and good French skills. Knowledge of German is an advantage ;
  • Work independently and in teams ;
  • Think and act cross-linked ;
  • Good analytical and advisory skills ;
  • Intercultural sensibility, experience in Africa is an advantage
